This "issue" is present all the way back to when I first added support for fetching+scrolling because that was only added specifically for HQL, not criteria. This is an enhancement request to add that capability to Criteria. Our legacy Criteria is considered deprecated in terms of not spending resources adding new features and/or enhancements.
