Brett Meyer closed an issue as Won't Fix

This was changed as a part of

~~HHH-8517~~ . Like you said, technically, it's more correct. Many dbs strip the time out own their own. IIRC, a handful do not (certain versions of MySQL JDBC, Oracle 12c, etc.). We had decided to strip the time for consistency.

In your defense,

~~HHH-8517~~ is poorly named and wasn't obvious in the release notes...
