I don't understand the problem. ibdata1 shouldn't grow if there is no need, the actions described on the linked SO discussion should be required only if it did grow, and then you deleted the data and want to recover disk space. But if it didn't grow in the first place, there should be no need to recover disk space.

So we should rather figure out: why did it grow? How large is it?
