You mean it's provided in a technical sense? i.e. it's safe to exclude? It's definitely in the compile scope of the pom.xml (at least in 5.2.2 http://central.maven.org/maven2/org/hibernate/hibernate-core/5.2.5.Final/hibernate-core-5.2.5.Final.pom).
