So how do we go about the account creation process for an admin,

• Should we create some mailing list people ask the account for or ask them to email either you or me?
• How can we publish the fact that the account creation has to be requested? Top banner on JIRA, website, blog entry?

I don't know if the top banner is doable but that looks like the best approach.
