In any case, during the call we had to discuss this I agreed with Steve's view: Region/Cache does not need to be 1-to-1 mapping between them, and indeed we can add the mapping that we need to support the use cases mentioned. This is inline with what we agreed in the call.

As far as stats is concerned, yeah, we'd need a region to track created region access instances, and reduce stats counts from all nodes.
