I’m not aware that the spec says this should be supported (accessing “config settings” defined outside its {{properties}}block). It is not tested in the TCK.

That said, this should not be that difficult to implement as an enhancement.

I’d not call it a bug so much since I do not know of any Hibernate nor JPA resources (docs, tests, etc) that say this is supported. Minor distinction.
