I was surprised as you are, but I'm told that if the URL is different even by just a slash it counts as different page, you have to either redirect to the one and only canonical representation, or mark the content against de-duplication pointing to the canonical.

My proposal is a simple redirect, as we seem to do correctly in some cases.
