This is a tedious change. The "proper" solution is OBR or something similar, but that's not viable short-term. I will follow up with another issue for that and link it here.

So for the short-term we are stuck with adding dependency="true" to bundle definitions. However, due to the tediousness, I am only going to do this for the 2 that probably matter most: JTA and JPA.
