Comment: Also, after reading the comments, I think that the reason I'm getting the old version of ExpressionFactory is that I'm pulling in an old version of the JSP API as a provided dependency, rather than that being Tomcat's version. After fixing that I'm OK. So please disregard my diagnosis above.
