Description:	If parameter constraints are declared on an overriding method in a subtype, the `MethodDescriptor` can be retrieved for that method. Probably we should throw an exception in that case (as we'd do when trying to validate the overriding method). Actually `MethodDescriptorTest#testFindParameterConstraintLookingAt` tests that behavior, but this assertion seems not correct.
