From a pure BV perspective there is IMO not really a requirement for non-static methods, it depends on the integration layer. So I think we could remove the restriction from section 4.5.1 and just mention the requirement of non-static methods in the chapter describing the CDI integration. Other integrations e.g. based on AspectJ could offer a validation of static methods then.
