As I understand it, we added TcclSafeAggregatedClassLoader specifically to pass the initial TCCL as the parent because Tomcat looks in the chain of ClassLoader->parent for its own ClassLoader before allowing certain things to happen. Does it really come down to "some environments need the present TCCL passed as the parent of the TCCL we swap in, whereas others need null"?
