To help the less experienced developer produce a test case, I would propose creating a template that has the basic setup covered. Why not have an intern write up a blog post? I think most of the time people are willing but just need a little guidance. This has often held me back in the past: wanting to express yourself in code but getting bogged down in basic setup stuff and then just giving up.
