IMO we should define what we need from a requirements perspective, not so much how it's technically implemented. If for instance a container implementor choses to bake in BV support directly into their CDI implementation, wouldn't this be ok from our perspective? This is not to say that using a PE wouldn't be very reasonable to implement this, I'm just wondering whether we have to require it that way.
