I assume you are asking because of Brett's comment? His comment is just part of an effort to clean up some Jiras (as his comment even says). It auto targeted Jiras meeting certain parameters. Here, a "bug" was reported against 3.6 and is still awaiting a test case, all of which was part of the selection process.

IMO this is not a bug. IMO y'all are asking for an improvement in how a situation is handled. Is it fixed in 5, as of now? Dunno, because we are still waiting on a test case. Yes, the description lays out the steps needed to reproduce the situation. I get that. But that's not the same as a contributed test case. So we will get to verifying this when we get to it.
