Happy New Year, sorry for the delay. I have confirmed that changing the import to [1.1.0,3.0.0) works.

And to be clear, I'm not coding to the hibernate or persistence API in any way. I am simply plugging in the hibernate bean validation provider in my JAX-RS application. Ideally, the bean validation provider would be packaged separated from the persistence library, but that's a feature request.
