If you see the empty JAR, you are likely still pulling in the relocation JAR with the old group id "org.hibernate" instead of the correct one "org.hibernate.validator". You'd have to exclude the transitive HV dependency from RESTEasy, perhaps this resolution strategy isn't applied correctly?

You are probably better off asking in the Gradle forums, as it's rather a question on Gradle usage than on HV.
