If we add this compliance setting, I actually feel even more strongly that this logging should be DEBUG. So either:

• compliance==true -> DEBUG
• compliance==false -> exception

One thing that makes me a little nervous is this is the first compliance setting we have added which IMO should be true by default. So far all of the others have been false by default.
