Brett Meyer closed an issue as Cannot Reproduce

For now, I'm closing this one. The UK handling in master (4.3) cleaned a lot of this up and is somewhat diverged from 4.2. Using both global quoting and ImprovedNamingStrategy on postgres, the " is used as it should be.

This isn't something we'd change in 4.2 now, imo. Lots of people complain when naming strategies are changed in a maintenance release, even if it's a bug fix
