The IndexDeletionPolicy is used only to, given a list of commits, mark which ones are to be deleted. The proper deletion is done by the IndexFileDeleter which lives inside the IndexWriter. Propert deletion will happen during close or flush based on the previous marked commit.
So I think a custom IndexDeletionPolicy won't help here
