The support is actually already in master, however the syntax is going to change.
Have a look at both the DeploymentOverlayTestCase for domain and standalone examples of the current syntax, and https://github.com/jbossas/jboss-as/pull/2989 for how it is going to change.
It is actually going to have a few more changed made after this as well, to make it easy to add content in a similar way to deployments, and also the CLI will have high level commands added to make this even easier.

how would I associate an jboss-all.xml descriptor with a deployment in the same management op? I don't want touch the deployment and I don't want to wrap it. Is that supported?
