This file appears to be created during the JBoss build itself, only later on in the build cycle. Because I started with a vanilla maven repository, it would make sense that this file wouldn't be present due to build ordering. Would it be possible to alter the build order so that spec-api is build prior to Arquillian, or is there a transitive dependency from spec-api to arquillian TestNG Integration? If so, perhaps pulling that test out and executing it in its own module after spec-api is built would be an answer.
