Is this 'scm' attribute used somewhere, or is it for documenations?

Yes, I refreshed my repository and this issue is gone. I also added an scm attribute to the component-info.xml:
   <component id="jboss/common"
              licenseType="lgpl"
              version="snapshot-Branch_1_0"
              scm="svn:https://svn.jboss.org/repos/common/common-old/branches/Branch_1_0"
              description="Common utilities used in Branch_4_0 of the JBossAS project">

We need to start doing this because with the explosion of project and repositories I have no idea where things are coming from.

I'd have produced a jboss-common 1.0.0.GA, but I was waiting in case something else pops up. I'll do it anyway for 4.0.5.GA, so can you copy it manually for now?

Not if I'm using a local repository. We need to get the build to a non-snapshot release of common then.

I've updated the libs in repository.jboss.com\jboss\common\snapshot-Branch_1_0\lib so building thirdparty shouldn't retrieve the latest?

This is the task for removing dom4j from common Branch_1_0
