I'd vote for 5.1 as well.

AFAIR, the original idea was that odd minor numbers (e.g. 5.1) would indicate development releases, while even numbers (5.2) stable production releases. This didn't worked out quite well and the code always targeted the next production release with Betas/RCs used for pre-production releases. Who would want to test drive a purely development release, anyway?
