See stacktrace below. Not sure about the conditions, but happens with dynamic class loading. org.jboss.osgi.resolver.felix.StatelessResolver.ResolveContextDelegate#matches(Requirement, Capability) does check the Requirement for being a HostedRequirement, but does not do the same for the Capability.
