WRT the documentation. Although it will be nice to document how to use this, the
org.osgi.framework.startlevel.beginning property is a standard property so people should
know how to use from the OSGi spec.

The framework needs to have a way to specify the initial start level that the system will
move to. Typically this is done with a framework property like
org.osgi.framework.startlevel.beginning
