Please add references to the test cases that cover this in the embedded and remote

Especially in-container testing is important if we want this to work in JBossAS
It seems that refreshPackages does not work when invoked through the web-console
I also noticed that there might be an issue with FrameworkMBean.refreshBundles(long[]
bundleIds). The Aries implementation delegates to PackageAdmin.refreshPackages, for which
it needs an Bundle[]. BundleContext.getBundle(long bundleId) would however return nulll
for already uninstalled bundles. As a result it seems that you cannot refresh a bundle
that is already uninstalled.
Implement PackageAdmin.refreshPackages(Bundle[])
