This is likely a conceptual flaw. PERSISTENT_BUNDLES_HANDLER_COMPLETE has a dependency on
all persistent bundle INSTALL services. If one of them gets removed, the
PERSISTENT_BUNDLES_HANDLER goes down, which FRAMEWORK_INIT depends on.
Framework dependencies on bundle service won't work - consider using listeners.
Uninstalling last user bundle may stop Framework.INIT service
