[jboss-rpm] mod_cluster upgraded from 1.2.6.Final -> 1.3.3.Final in Fedora Rawhide, re-enginnered packages, httpd 2.4+ support...

Hi guys, this is a huge upgrade that brings mod_cluster on par with Wildfly 10 and httpd 2.4. We are happy to see the project's RPM distribution resurrected and set for continuous upgrades from now on.
