Two things were necessary to solve the issue.

Add the addressing annotation to the Web Service class @Addressing(enabled=true, required=true)
Change namespaces in the <Envelope> tag from:
- <s:Envelope xmlns:a="http://www.w3.org/2005/05/addressing" xmlns:s="http://www.w3.org/2003/05/soap-envelope"> TO
- <s:Envelope xmlns:a="http://www.w3.org/2005/08/addressing" xmlns:s="http://schemas.xmlsoap.org/soap/envelope/">
