Darran correctly marked your issue as a duplicate of https://issues.jboss.org/browse/JBWS-2845, which has been fixed in JBossWS-Native 3.3.0.Beta4. So that's not in JBoss AS 5.1.0 by default. You need to either download JBoss AS 6 (which btw comes with JBossWS-CXF stack...) or install jbossws 3.3.0.GA or greater on top of AS 5.1.0 (please take a look at http://community.jboss.org/wiki/JBossWS-SupportedTargetContainers )
