If two calls to create a region with the same FQN come in at the same time, they may both succeed. The last one to be added will win in the RegionManager (stored in a ConcurrentHashMap), while the first will win in the EvictionTimerTask (stored in a HashSet). This will cause the Region to not be monitored for evictions, and allow the eviction queue to fill up.
