Summary: LegacyActivationInterceptor removes unloaded descendant nodes from

Description:
LegacyActivationInterceptor only looks at the target node and its children before deciding
whether it can remove an activated node from the cache loader. That's inadequate; the
call needs to recurse to the bottom of the tree.
ActivationInterceptor has the correct behavior.
