OK, I get your point now.

By authenticating these requests, we make all dev builds go through the same user and thus consume the same quota. Without authentication, dev builds consume separate quotas.

Pete, you mentioned that the quota is lower for authenticated users? Are you sure about this, I struggled to find any docs to support this. Even if it is, enabling authentication should buy us a few requests to be getting on with.
