As tracked by https://issues.jboss.org/browse/JBIDE-12914 , we'll
move to Tycho 0.16 in order to leverage its improvements:

This will simply be about merging this branch to master:
https://github.com/mickaelistria/jbosstools-build/tree/JBIDE-12914
Except anyone has a good reason to veto or postpone it, this will be
done on Thursday.
