the idea is to get the TP ready ASAP (so that we can fix broken builds) and you notice that the bits included into this TP are ready from September 18

 so that the TP will not be build in one day

And I have a question regarding Final TP freeze: is it enough one day for TP update? AM1 release is scheduled for 24-Sep-2019 and the next day is Final TP freeze. Usually Final TP freeze is one day before Final freeze - in this release it would be 2-Oct-2019.
