I've updated the patch stream, rebuilt, and put the result on the patches
download site at 

http://download.eclipse.org/webtools/patches/

and created a temp test update site at 

http://download.eclipse.org/webtools/tempTestUpdates31/

If/when someone can confirm the update site works, and has the right fix in it,
I'll promote to main site.
