Could we use just mirred repo from local filesystem by default?

Would be good to have error with more details. Now it says

[ERROR] Validation found errors in 1 .target files: Could not resolve content of jbdevstudio-unified.target Could not find "org.eclipse.m2e.feature.feature.group/1.5.0.20131002-0330" in the repositories of the current location

Could we add list of repositoriest it validates against?
