Tracker component "Build/Releng" is about builing JBoss Tools itself, to help JBoss Tools developer to track bugs and improvement in the process of building plugins, update-sites and so on.
It's not intended to be used by end-users.
Instead, I moved your issue to the "Maven" component, since most builds are performed by Maven insisde Eclipse.
I think the latency you get may be because you start from an empty Maven repository, so that the build has to download lot of stuff through maven. Once you got local copies of required artifacts, building inside Eclipse will probably work faster.
