"waiting to be reachable"
we're relying on the PaaS in this step. "app is running" is a rough guess that I'd pretend is wrong. The app was created but the git etc. were not set up so far. Prove me wrong. Even if I'm wrong, then we'd have to bother the #libra team to correct their healt-check to become far quicker. there's not much we can do here. We were told explicitly that there was no other reliable way to detect if an app was successfully set up (waiting for web-port to answer etc. are all 1) not reliable and 2) not consitent across all app-types).
The steps that follow - add cartridges, clone the git repo - may not be executed as long as the PaaS did not report the app to be reachable.

We already discussed this once. We'd have to close the wizard before the whole process is started - there are quite some other eclipse plugins that do this: maven importer etc. To me perfectly valid. I'd opt to add some notification as soon as those background jobs are finished (ex. mylyn sys-tray notification).
