I can remember that for some reason we do require WTP 3.3.1. Probably because of the utility methods you copied. It sounds a bit risky to reduce all dependencies in order to be compliant with Eclipse 3.7.0. It's much less effort and risk to support 3.7.1 but no 3.7.0 (just reduce depdenndecy from org.jboss.tools.maven.ui to org.eclipse.compare).
