MODULES-88 fixes the problem; this jira can be solved once that Modules 1.0.0.CR4 is
released and included in AS7

Basically the Apache CXF XPathUtils does not find a valid XPathFactory implementation at
runtime. The TCCL is used, so that's what's supposed to be properly modified.
