Uhmmm.... no, it might/should when assignTask is executed and that task is already
assigned ;-) or when unassignTask is excecuted and it already is unassigned....
Now I think of it, unassignTask does not need to throw an exception when it already is
unassigned, but for consistency it might.
enforce task states ?
