i don't think we should introduce a file dependency by default. in the past it worked
well
the qa should pinpoint any problems with it.
the config tool should be able to handle DB specific configurations anyway.
i propose to keep the db attachments and fix any issue if/when it comes up.

Attachments make problems with particular db columns sizes (requires costum hibernate
mappings, on oracle even special jdbc tricks) and in general easily lead to memory
congestion. A better solution would be to work with filesystem references and on-demand
streaming.
