This is actually how Guvnor works. From the Guvnor documentation (1.4.9.2)

There are a few other URLs which are handy to know exist. The package deployment URL
mentioned in the section about knowledge agent deployment also has a few other features:
By appending .drl to the end of a URL, you will show the generated DRL for that package.
eg: /package/testPDSGetPackage/LATEST.drl - will show the DRL (not the binary package) for
the latest package. Further to this, you can append /assetName.drl - and it will show the
generated DRL for that item. (even if it isn't a drl file). eg
/package/testPDSGetPackage/LATEST/SomeFile.drl.
So to download the MyForm.ftl file, you still need to retrieve it using .drl
Does the process form not show up when starting the process in the console?
If not, could you try to manually retrieve the form using the url:
http://localhost:8080/drools-guvnor/org.drools.guvnor.Guvnor/package/defa...
?

When accessing a process from jbpm-console, it tries to download Task Forms using .drl
extension.
Method getTemplate from AbstractFormDispatcher is creating the URL to Guvnor with the
wrong file extension. Please change from .drl to .ftl
