externalizing the jbpm.mail.properties looks very good.
from what i can see, this doesn't mandate users to have a jbpm.mail.properties as long
as they don't use mail activity. and it will throw an error saying "you
don't have resource jbpm.mail.properties" when they start to use mail activity.
but this is from looking at the code, not yet tested...
