This is actually how Guvnor works. From the Guvnor documentation (1.4.9.2)

There are a few other URLs which are handy to know exist. The package deployment URL
mentioned in the section about knowledge agent deployment also has a few other features:
By appending .drl to the end of a URL, you will show the generated DRL for that package.
eg: /package/testPDSGetPackage/LATEST.drl - will show the DRL (not the binary package) for
the latest package. Further to this, you can append /assetName.drl - and it will show the
generated DRL for that item. (even if it isn't a drl file). eg
/package/testPDSGetPackage/LATEST/SomeFile.drl.
So to download the MyForm.ftl file, you still need to retrieve it using .drl
Does the process form not show up when starting the process in the console?

The problem with using .drl is that when you try to build the package, Guvnor validates
.drl rules files, causing validation errors on .ftl files renamed to .drl.
For example, if I try to deploy com.sample.evaluation.ftl into Guvnor as .drl, I get the
following exception while building a new package or validating the file:
[com.sample.evaluation] [ERR 102] Line 3:0 mismatched input '<' expecting
'then' in rule 'com.sample.evaluation'
My understand is that this should be a feature request for Guvnor, to handle .ftl files
with the same behaviour as .drl or .png files. Enabling access through direct URL.
As workaround I'm renaming my .ftl files to .png, then I can deploy it into Guvnor,
build a package and access it changing AbstractFormDispatcher class to use .png
extension.

You shouldn't deploy the files as .drl, you should just deploy them as .ftl
But to access them, you should always use .drl (regardless of the actual extension used).
So for example, if you upload MyProcess.ftl to defaultPackage in Guvnor, you can access it
using
http://localhost:8080/drools-guvnor/org.drools.guvnor.Guvnor/package/defa...
(even though the file is named MyProcess.ftl on Guvnor).
We only extended this for .png as this is binary data which required special handling.
