using the FacesContext.getViewRoot().getLocale() is what seam does when using the
s:convertDate instead of f:convertDate and no timezone is provided.
And it is how IBM does it:

and many others to circumvent this glitch in the JSF spec.
It might be that the timezone that is passed on via the http request is just used in the
locale and not one specific timezone IN the local. If it works for others, it should work
for us as well.
