This is a logic bug in seat allocation.

When the number of tickets requested exceeds the size of the row in the requested section, allocation fails. This occurs despite the requested number being less than the available capacity. For example, if 200 seats are requested, but the row size is only 100 for a section with capacity 400, then allocation will fail.
